No.

First, I'm not sure it's nonsense -- if you're using Scotland as an example of state formation you're over 2000 years too late. Besides the fact that the confederacy of chiefdoms may not really be a state.

More importantly, Orlanth as a god is about making friends.

And there are any number of games about winning by military means. KoDP aims to be something a little different.
