Yes, I get that regularly. Having both sexes represented seems to give a slight boost on fertility. I have never gotten any complaints about NOT having single-gender clan ring, though.
As for "tradition", as far as I know, it's just the decisions you make at the beginning of the game. That and clan-type (war/peace).
I know there is a penalty if you don't behave as your clan type should, in the form of carls or thanes discontent. But I don't know if there's any penalty of changing clan type.
