I may answer this for you. But before that:

In fact, all starting NPC clans (plus a few additional ones) are predefined, with set religion, personality and specialty. It's only their names and locations that are randomized.

The thing is, the description of the NPC clans aren't actually dynamic, they are part of the clan's predefined characteristics. There will be every pre-deinfed clan in every game. For example, there will aways be the clearwine-making clan and the Pharaoh-hater clan are in the Colymar tribe, as well as the plowing clan, the horse clan, the raider clan, the stone-worshipping clan, the hunter clan, the trader clan, etc.

So, basically, what you're requesting doesn't really make sense within the game design. But the fact that you've made this request shows that the game is successful in making you think that it's actually dynamic. Well, sorry for spoiling it.
