The Orlanthi at least believe in the compromise of the gods, whereby the gods made a pact that defined the way magic now works. Even excomunicated priests keep their divine magic, but only on a one use basis. This is why divine magic stolen by Vivamorti vampires and Thanatari head-takers works. So Sergio, why does Orlanth deny his magic to slightly naughty Sartarites, but fully endorses it's use by vampires and chaos fiends? I have no reason to believe that every sailor who knows the spell will want to cast it if they can. You also seem to suggest that a spell caster has -no idea- whether he cast his own spell successfully, or not... I think that is cracked. The captain just casts the spell again until he succeeds. The reason Open Seas has returned sea travel at all is because sailors have confidence that it is safe to leave the harbor.
