Depends on which stage of the siege.

In 1619 I see the Lunars as very stretched to maintain the blockade so there are plenty of opportunities for sneaking people and things though to WW even overland.

In 1620 this becomes more dangerous as troops are deployed to attack such attempts. Magical means of supply also come under attack as the College of Magic starts operating. Confusion and errors by the Lunars mean it is still not really effective.

By 1621 the Lunars have plenty of troops and the resources to track down any entry or exit from the city - getting in and out has become a HeroQuest with death or capture being the reward for failure.
