This confuses me too. As far as I can tell there is:

1. A large plateau set among rolling hills...
2. With a hill sticking out of it. This is where the "city" is.
3. Another smaller knob sticks out of this hill. This is where the High King's citadel is located.

Now I thought the plateau was larger than Whitewall but this impression seems to be wrong.
