I see Tumult and Tempest attacking the payroll wagons whenever possible. After a couple of successes, I assume the payroll starts coming in by Moonboat. Or does it always? Maybe the empire knows that the most important thing to get to the troops is not food but pay?
If T&T succeeds, then they can hire in some ferocious penguin keet mercenaries to help out.
