Since we know that Kallyr doesn't stay that long, I'd say that substitutes can take over. (Does Insterid in fact take the Watchman slot later?)
Foodman, in a besieged fortress, is going to be a *very* important slot! Looking at bias of documents again. This was (re-)written by a pro-Kallyrite. Who was there, has powers over food production/storage, and dislikes/is disliked by Kallyr?
