The why comes from Greg. Tatius is performing a long two-year *ritual* (not really a siege from his perspective) to cement the identification of Whitewall with Orlanth. Until it is time for the final assault (which is to commence in accordance with the presence of various stars, omens, visions, weird prophecies, etc.), Tatius does not want the citadel to fall. He has the full and direct support of the Red Emperor himself on this project. However, other factions within the Empire have difference perspectives, interests, etc.
