Joerg is right. IIR, after the Bat-Blat, Tatius is given command of the siege of Whitewall - to make sure it fulfills the magical and religious goals set by (or confirmed by) the Emperor. Tatius already "outranks" Fazzur, although he doesn't get the potentially lucrative appointment of Governor-General until after Whitewall falls.

I really really really do not think that Tatius is willing to sacrifice the Bat for political gain. He already has the personal support of the Emperor. It is just as likely that Tatius treats being given direct command over the siege to be an irritating necessity resulting from the incompetence of local military officials.
