This has been discussed before but the details are buried in the mass of messages generated in the early months of this list. Working from memory the following points arose:

  1. The city is not surrounded until sometime after Tatius arrives in 1620 so there are at least several months when getting supplies in and non-combatants out is pretty easy. The main road's blocked but there's another route up to the plateau. Sure there will be Lunar attempts to intercept supplies but that's where your players get involved protecting them.
  2. Even after the city is surrounded there are secret entrances, including one for a nearby river although that may only be passable to Drulz and newtlings.
  3. The city is designed to withstand siege so it does have a lot of storage space even if the stores aren't there at the start of the siege.
  4. By 1621 there are supply shortages within the city, it's one of the signs that the city will eventually fall.
  5. Jane and I have been discussing offlist non-combatants getting out in the last days. It's all a bit vague at the moment but we believe there is some kind of deal done between Kallyr and Fereshori Rastilla[1] behind Tatius's back.
  6. The last heros leave WW via the hero plane which is why the city is empty when the Lunars finally take it.

[1] An NPC writeup is on the Wiki, she's also mentioned in some of the fiction.

The Lunar supply problem is different but equally bad, they've got to supply a seige army in what is pretty hostile territory. They also have a horrible problem of multiple standards of equipment - every unit requires different pieces of kit, some of which are only made in the Lunar Heartlands. Moonboats aren't used much for general supplies, there aren't enough of them and using them in the area of WW is risky. I'm sure Tatius brings his wine and caviar supplies by Moonboat but the bulk will come by wagon.
