An easy answer is that the difference is spelling is for our convenience - not the Heortlings. Curtali is the tribe and Kurtali is the clan. The "C" and the "K" is so that we poor moderns can distinguish them. Probably very easy to distinguish those names in Lhankhor Mhy cat-scratching script (there's probably a symbol that designates a tribe and a different symbol that designates a clan).

But if they're pronounced the same way, and this isn't a literate culture....? Same name, surely?
