Modeling Clouds

Anyone got a good method for modeling clouds? I've got a chariot that begs to fly (no, it's *not* called Chitty Chitty Bang Bang...) and I was thinking of some sort of cloud as a base. Or at least enough of a cloud to hide a base...

I'm thinking of trying to sculpt foam insulation, though green stuff might be an optioni. I don't want to just glue cotton balls to it...
