Well, you can make it as difficult as you like, of course. Personally, as long as they are paying HP to cement those feats, they should be able to get them (as long as the feats are in the appropriate affinities, of course - no "borrowing" from the Scouting affinity when you don't have the scouting affinity, frex). You might want to have them befriend someone who will "teach" them the feat, or befriend the cult (he *can't* join the cult, because Devotees cannot join other cults any more). Or make him pay double, for lack of a better alternative.

We won't ask why a farmer is defending the walls without having joined some sort of fighting cult...

Personally, the Storm wouldn't lead me to allow Allfather worshippers to do none-Allfather things (making, leading, law, etc). On the other hand, it would certainly make an Allfather leader better at leading (opr a farmer better at farming, etc.). If you want it to give none-windy types wind/flight powers, then say that that's what it does. It would be a Blessing sort of magic (as if the Storm were a big, huge, Guardian/Wyter for the "Whitewall defenders".).
