I assume she'd have needed to add Dar to be King.
I know Jeff's version is "only" a personal campaign, but since he has a detailed and useful version of her worked out, I see no reason not to go with that and regard it as definitive. Unless he does? :)

Politically yes, she stays in the shadows. Magically, I think she both has power and uses it.

That may be part of it, but I don't think Benava needs any more reasons to hate Kallyr. In fact, cause and effect may be the other way round - the Volsaxi see her wasting her time (in their opinion) on this useless and divisive feud, and are unimpressed.
