I don't think the Ernaldan leaders are more malleable. In fact I suspect they're more bloodyminded than the menfolk when they choose to be. What they are is more intrinsically compatible with the Lunar way. Ernalda has no real argument with the Red Goddess apart for her desire to defeat Ernalda's husband. So Ernalda looks for another way to resolve their differences.

I've not heard of anything official. Personally I don't think there is a structure, just various officers appointed to the positions someone's decided are needed. So in one place you'll get an confusing collection of tax collectors, military officers and missionaries arguing preceedence with each other. In another you'll get a missionary with a drink problem and a tribune designate still wet behind the ears.
