My thinking is that we have done a lot of bottom up thinking and, so far it has got us great results. But now, I think, we should do a bit of top down design and then start writing stories again.
My thoughts so far is that Broyan, as High King has two rings. There is the ring of the Heortland, heavily dominated by the Volsaxi. I know tried to bend my head around this before and get confused between the various levels of clan, sub tribe, tribe, overtribe, confederation and nation (so there!). Then there is his personal household (and I nominated Karath to his household), this is proably also organised as a ring though possibly as a heroband.
Another thought that I had is that, it is quite possible that the the occupants of Whitewall are faily evenly split between Sartarite exiles and Whitewall natives, with only a minority of Volsaxi and other Heortlanders. Sartar has been occupied for much longer and Lunar intelligence and atrocities have driven out many. The occupation of Heortland is relatively recent and, as yet, not too intrusive. The Heortland resistance is currently focused on keeping the supply lines open into Whitewall.
