My first guess would be that he's acquired a stand-alone feat from a friend. I assume there's a cult somewhere in the Orlanth pantheon that can do cute little fireballs?
Second guess would be a power gained on HQ. He's a very experienced HQer, and while "fireball" doesn't seem at first glance like something he'd quest for, it may have come as part of a bundle or something. Some sort of HQ-power lucky dip?
