Well, knowing HeroQuest its probably the manifestation of his "Brave" personality trait being used as a weapon. But honestly, his character write up in OiD doesn't mention any fire powers at all. In fact, its hard to see where the sage gets any active magic at all (and taking the -10 improv penalty from his initiate affinities brings him down much closer to the world of mere mortals.)
