I rather take it for granted that in anyone's individual games, there's at least the potential for Argrath to be a PC. Or a GM-invented NPC under their influence. "Future History" will always be what would happen if the PCs didn't change it. But, as soon as you change it, you stop being able to use general Gloranthan material... playing so that everything in Future History does happen, but because of PC actions, is an interesting tightrope to walk.
