Let's suppose two tribes, A and B are neighbours.
Tribe B raids A's cattle. The Vingans would help defend the tribe and
the BG's
would be neutral.
In the raid, someone from B assaults a woman from A. Both the Vingans and the BGs would want vengeance.
In the after-raid party, someone from A assaults a woman from B. I
think the Vingans probably wouldn't care. I'm thinking of this bit
from Kos, quoted in the Daedalus article about Thed

"Orlanth discovered that there was too much justice when the
goddess named Thed came to his court, demanding her share of it.
Orlanth granted it, of course, but regretted it when she revealed that
she was the victim of his brother's aggression."
Orlanth would have protected Ragnaglar from justice, because he was kin.
By example, a Vingan would have shielded her kinsman even though he had
done wrong.
The BGs, however, would seek vengeance. I could imagine an outraged BG even going after immediate family for such a crime.
