Dogsalu looks more like a dragon. When he rebelled, he may have ruled Kralorela, but that was before he became one of the SherApdara.

However, in Kralori mythology, Daruda is the first (good) emperor to "look like" a dragon (and that not literally). Hence it is not necessary to make TarnGatHa and HeenMaroun dragons.
