I don't have it in front of me, but I seem to recall Barbarian Adventures saying that the Orlanth War (open battle), and Yinkin War (raids and ambushes) have both pretty much ended, and only the Ernalda War (passive resistance, sabotage, sand in the grain, etc) continues.

The way I read that was that really the rebellion was all but dead, until the dread winter gave people nothing else to lose by fighting back. Kallyr and her band may have still been individually powerful, but probably were not doing any real damage--none of the people they had to rely on for support wanted to suffer the consequences of Kallyr's actions. I'm sure she did things anyway, but I don't think they resulted in lakes of blood or anything that dramatic.
