Cults have been thoroughly upgraded for HQ2. Now if you belong to the cult of LM, AND you possess the Law Rune, AND your temple has access to the Alien Combination Machine (or is a Completionist temple), you can learn wizardry.

LM wrote the Eternal Book which contained all the original Runes of Glorantha and their description. Zzabur, the evil Atheist, stole the Eternal Book during the Gods War and perverted it to create Sorcery. Completionist temples seek to get their hands on evil sorcerous grimoires and purify the text with the ACM, thereby reassembling the Eternal Book.
