Sartar is designed to be a resource book used in play, and not a novel. This is something my UW Law Review editor hammered into my brain many years - do not be afraid to duplicate material if it makes a text more useful and convenient.
I for one hate having to roam through a book hunting and pecking for the relevant pieces of information to make a single section usable. Given the number of customers who have emailed me to tell me that they have read Sartar cover to cover (and also tell me that this is the first RPG book they have ever read cover to cover), I think this approach works just fine.
