More or less, yes. The rules for magi (that is, the 70% commitment level for wizardry followers) are in Heroes of Malkion. Now, its probably true that most Malkioni wizards aren't magi, any more than most Heortlings are devotees, but the option is there, and wizarding is pretty much a full time profession, regardless.
