The degree of heterodoxy present does vary between cultures, depending on the strength of the central Church. But there are always disputes going on somewhere about interpretation of doctrine, even where the local Church is relatively monolithic (and many of them aren't).

About the only exception is among the Brithini, who lose their immortality if they argue about such things - which, aside from anything else, means they aren't really Brithini any more.
