Right; but that's not to say that they don't have the more active sort of change-the-world heroquest as well, because they do. The God Learners over-used them a bit, which makes people a bit wary of being overly experimental these days (though frankly, that's quite sensible), but the there are always saints' paths to follow. Taking an example from the Abiding Book itself, if your community is experiencing floods, you might do the "Malkion Turns the Waters Away" heroquest.
