In the "as you go" method, you fill in what you want to start with, and start with what other games would consider an incomplete character. This lets you get going without fully fleshing out all of the details. You can allocate the other abilities later on when you a) get inspired, or b) really need to have some skill in some area.

Frex, in an extreme case you select two runes (Glorantha specific, of course) before play starts and pick the third later once you get a better idea what you want to do with the character. When you find your PC in zombie central (Upland Marsh in Glorantha) you might decide that the Death rune is your third rune.

That is the the "unassigned abilities", or "unassigned keyword" in that case. The "creation points" are the bump your bonus by a total of 20 points, no more than +10 in any single ability or keyword. If you don't spend all of them before the first session, you need to track them somewhere.

PS: Most likely this belongs on a rules group, not WoG. I'm trying to set the replies to HeroQuest-RPG_at_yahoogroups.com.
