I need some clarification on a point of rule please :)

If I have understood correctly, an orlanthi initiate in another rune than the air one (possible in rules terms and quite common for a lankhor mhy initiate or issaries, etc...) can't use actively the powers of the air runes. So he can't fly, is it correct ? :)
