Well, all the Storm Gods are aspects fo Umath and, by extension as the owner of the Storm Rune, Orlanth.

However, the descent of Dorburdun is son of Entekos, daughter of Umath (probably, at least according to me), so he is of the same rank as, say, Barntar, Vinga or Valind.
