The merfolk actually live close to the shore and could still have contact with humans and elder races during the Closing. Jrustela and the Holy Country are the best known examples.

The Kanthor's Isles where the Luatha live is not affected by the Closing.

The Elder Races got to Jrustela through magic tunnels and the like. The Uz of Jrustela and the Mostali of Slon are naval powers post-closing while the Elves of the Errinoru Jungle were one of the big Empires of the Imperial Age before the Closing.

They were affected. And the survivors are very angry at Zzabur.
