Personally, I prefer the "evil" approach (or at least, evil from a 21st century standpoint). There are plenty of groups that Malkioni say are evil, but largely aren't, and I like the idea that there's one lot out there who really are that bad. "Suspected and maligned" can apply to the Brithini, the waertagi, heretical cults, witches, godless sorcerers, That Large Sect in the Kingdom Next Door, and, for that matter, Them Storm-Worshipping Types, so there's plenty to go around.
On the other hand, it's unlikely that everything the Malkioni say about the Vadeli is going to be true, just by the nature of rumour and vilification. But, IMG, a fair chunk of it *is*.
