When the empire (Tarsh) failed to even start taking Esrolia at the Building Wall Battle in 1608, and a decision was made to try to take the head off of the earth snake. Surely they did some 'Heavy' research (not giving up) into Esrolia in general, and the Pharaoh & Masters of Luck and Death Tournament in particular. Especially as they ended up committing their incarnated moon witch, not someone you could use on trivial matters.  

Or perhaps, Jar-eel is a much freer agent (read adventurer). She happened to be spending a number of months/years on sabbatical in Esrolia learning about Ernalda/Earth Goddess rituals and such. While there so got miffed that a man was putting the hard word on the sisterhood and decided to spontaneously do him in. Anybody remember the 'Witches of Eastwick'? The vomiting of cherry pips.  

Or did she just wake up one morning, felt a little off (similar to Ms Mona Lisa).and wanted to send someone to the lunar hells, and went off to take out the Pharoah?

Mmm, maybe this features a young Beatpot or Jaxarte. Esrolia...lots of ninjas and such. Similar feel to the Feist Empire Trilogy.
