One could interpret the dotted lines around Sun County to indicate that it was not part of the Seleran Empire.
Probably not at the top of Sheng Seleris' list, nor do I think he cared too much for an "official" empire, as such.
Perhaps Sheng will have another go at Vormain in his later incarnation in the Hero Wars.
