Chalanna Arroy initiates and worst, devotees, are odd birds. They have a sacred obligation to aid those who suffer. Some take that very literally. That doesn't mean they all must spend their skills and powers on any hobo that reaches their door, assuming he got past clan patrols.

Healers can and do choose who they work on. They have priorities as does everybody. Some value their good relations with their clan, others don't and may heal clan ennemies on purpose, to show Harmony by example. This is all possible because nobody sane would raise a hand on a healer - they are so precious, they might save your life someday. Imagine how a healer would feel about curing someone who hurt him/her before !

So PCs who need Healing had better :

- have a relation with the Healer
- bring him/her something really useful (Healing Herbs, Healing Magics, etc.)
- give him/her a lot of wealth (that will probably be used to succor the ill, etc.)

The other replies here are great for the general case, but if the healer in question is a Chalana Arroy healer also bear in mind they have a general cult obligation to heal anyone who needs it. As long as the person in need meets cult guidelines the obligation stands, regardless of what the clan thinks about it.
