It depends what you mean, clearly chaos cults have chaotic magic but I suspect you mean chaotic sorcerous magic.

The "Secrets of the Chaos Gods" article tells us that tap is evil magic because it weakens the universe (well, hastens it's end). I think Jraktal is supposed to be a saint that presumably taught it's use.

If you are interested in chaotic sorcerous magic though why are you excluding the Borists from consideration? Or even the Lunars for that matter?
