Wyrm's Footnotes 3 has the first investigation of runes, which I always return to for its simple approach:

Under Elements

"MOON is the sixth element, one which is generally unacknowledged as an Element outside the general influence of the actual Empire. In other places it is sometimes a Condition. Yet its obvious presence and the power of the rune in this locale proves 'its Importance."

As an element or a condition it has no opposite.
