YGWV, but in my opinion, the Dragon Empire of the Kralori seems like a good example of Sorcery combined with Draconic Mysticism.
There are written tests to become a Mandarin, to advance in the Kralori Bureaucracy, to become part of the Circle of Infinite Power. Even the Chain of Veneration makes a great deal of sense transposed to Kralori society - power moves up the chain, reinforcing the Mandarins/Exarchs/Emperor and granting them pools of magic to maintain Kralorela.
