Why is this? You may reject the Lunar view that chaos can't be controlled, but this wouldn't seem to speak to how the Lunars we Lunar cults. At the risk of repetition, it seems Lunars must divide chaos in that which is "OK" and "not OK" (or healed/unhealed, "controlled"/"uncontrolled", etc.) That gives them the need to be able to stop chaos which is "not OK". Now some say they use ordinary tools for this, but, IMO, it is reasonable to have a hero cult for this.
