16 out of 80 is virtually all the adult males, which seems correct to me. If we assume that maybe 1/4 of the adult males are not in the fyrd due to age, infirmity (say, a missing leg), cult affiliation, or some other reason and that there is a Vingan or two, that accounts for 16 right there.
