There's a slight risk of unclarity, here, so I'll be briefly boring:

Ages

65-69: 0.9% (men) + 0.9% (women)
70-74: 0.8% (men) + 0.8% (women)
75+:   0.7% (men) + 0.7% (women)

Total: 4.8% of all Heortlings (that's 5%, near as dammit).

But 50% of Heortlings are children (aged under 15). If TR was saying that just 5% of all Heortling *adults* aren't "fit for military service", then that's only the over-seventies (0.8 + 0.8 + 0.7 + 0.7 = 3.0% of all Heortlings, therefore 6.0% of adult Heortlings).

Scary stuff. I don't trust that 5% figure one little bit...
