On the whole the clan looks fairly middle-of-the-road (which is, of course, a good thing) so I'd recommend resolving the near-ties in favour of the actual winner, even if it was only by one vote. It certainly simplifies things.

There are, as I recall, only three real ties. One is for the 'we hate clan X because..' question, and there seems no inherent reason why we can't hate them for both reasons - the question was put as a multiple vote question anyway, so that seems appropriate. Trickier on the other two, I agree. We could try resolving them in favour of whichever grants the fewest bonuses/penalties (assuming there *are* any which grant less) on the grounds that we're trying to be as average as possible.

I don't see the need to do that. Just a few guidelines for changing things for more specific clans - some people are bound to want to use our stead for their Badass Uroxi War Clan (TM), anyway, so such guidelines are going to be helpful regardless of what options we pick.
