Something like that yes. This is how it goes in _my_ Kralorela:
The less sophisticated country people are more theistic and less mystic. They call the gods
Yang Ti (Sun Lord) = Yelm Tien Ti (Celestial Lord) = Dayzatar Arun Ti (Fire Lord) = Lodril etc.
Ti thus means Lord or God
They call the goddesses
Ean Xi (Earth Lady) = Ernalda Den Xi (?? Lady) = Dendara Gong Xi (Shadow Lady) = Gorgorma etc.
Xi thus means Lady or Goddess.
The mystic people, city-dwellers and educated persons theorize that since Yelm is a former emperor of Kralorela, the sky gods must be close enough to the dragons to have draconic traits, so they call them
Yang Long (Sun Dragon) Tien Long (Celestial dragon) etc.
The goddesses are not considered draconic.
Erik's ideas about Kralorelan godlings and spirits holding various positions and moving around in the bureaucracy of heaven is very intersting. I will use it.
Ian Gorlick's Yelmalio/Elmal explanation is also very nice. The reincarnated Monrogh works fine for me.
