The Lunars are propagandizing wildly. There are obviously Great Temples to Orlanth in Ralios, Maniria, and Fronela. Perhaps if all of those were closed down there would be an effect.

Which is not to say there might not be _some_ effect within Dragon Pass. In my current Pendragon based system, initiates might have to make an additional Orlanth virtue roll (i.e. 4 successful trait rolls instead of 3 to regain a point of divine magic).
