The dart warriors distinctive uniform is worn when he's off duty and looking for business. ( I assume that many of them free-lance.) When he's wearing the uniform, you are safe from him, because he is not currently on a mission. He is also safe from you, because you have no motive to kill him; you might even want to hire him.
When the dart warrior is off hunting someone, he does not wear the distinctive uniform. Any dart warrior out of uniform is fair game for anybody else, he has no protection under the law.
A dart warrior in uniform will only kill in self-defence or in defence of his patron (they keep the uniform on when acting as body-guards, i.e. playing defence not offense).
If a warrior violates the rules, then he and his patron will be visited by tax demons and will be hunted by all the other noble families that participate in the dart competitions.
