As Peter Metcalfe notes, the Red Emperor has consigned the Crimson Bat to important matters of Imperial Security. Obviously, chaos controlled is not the same as chaos uncontrolled.
However, the Crimson Bat has a far greater chance of appearing in Dorastor and surrounding lands than the Gloomshark, which is included and which is nominally an ocean going creature (not that the strange Dorastan weather couldn't wash it ashore, but it seems pretty unlikely).
