I had always figured the glacier that crushed Verapur created the Ice Bay. That would put Verapur somewhere in the narrow part of the bay (maybe Elz Ast). Mernita was north of Verapur, probably in the fat part of the bay. Although if you distort the map in GRoY and rotate it NE a little, Mernita could have been where the Blue Moon plateau is now.
