This is a fine plan. I especially like Nils' implication (which strikes me as _particularly_ Kralori) that a corrupt and evil magician can make it to the good afterlife by virtue of his great wisdom. So righteousness only _really_ matters for the commoners.

As I've said before, and now Nils clearly agrees, the Kralori believe that non-Kralori must engage in reincarnation. I wonder if they think that "good" foreigners can be reborn as Kralori. This is a possible belief for them, in my opinion, and may explain why they possess their education system for foreigners. No doubt the exarch of Wan Zow is attempting an experiment, seeing if increased education of foreigners leads gradually to increased numbers of Kralorelan children -- presumably by increasing the number of worthy foreigners. This leads to another possible plot on the part of Can Shu, the Glory of Ignorance -- I now propose that one of his secret dark plans is to educate his Ignorant humans as much as possible, then engage in genocide, killing them all, hoping that this will lead to a huge population boom for true Kralorelans, maybe even enough "true" Kralorelans to colonize Ignorance and take it away from the incorrigible trollkin.
