Which is why I put the quotes about 'Wicked Ministers' in the original. My basis for making them believe in the 'Rule by Council' was the mention of the Aetheric Assembly in the GRAY. Considering that a Council of Elders or Senate usually preceded the first kings (at least in Mesopotamia), a political faction opposed to Shavaya and Daruda becomes apparent.

Well he had brown skin in the prosopaedia. Also he defeats and casts out evil elemental kings from Kralorela and yet there is no mention of how these rulers invaded Kralorela in the first place. I'm thinking he was an invader from Teleos.

And the needs of the rulers of Kralorela. They too believe that their Empire descends from Yelm, because if they believed that their Empire was the creation of some bigshot, their excuses for being (self-) righteous humbugs would be somewhat tarnished and they might have to stop being so patronising to other people for a change.
